I recommend reading METALWORKING FLUIDS 2nd Edition, by Jerry Byers for an introduction to the topic. From page 140:
Sufonate base 5.0
Alkanolamide 15.0
100/100 naphthenic oil 15.0
Amine borate 6.0
Triazine/pyridinethione 2.0
Water 55.5
